The City Treasurer, assisted by the Finance Department, exercises substantive supervision over the management of property rights in companies acquired by the City of Poznań as a result of succession.
The City Treasurer collaborates with the Committee for Budget, Finance, Entrepreneurship and Corporate Governance of the Poznań City Council.
Scope of Responsibilities:
The City Treasurer's tasks include handling matters related to:
- ensuring the implementation of the financial policy of the City of Poznań;
- supervision of work on the preparation and implementation of the budget of the City of Poznań and the Multiannual Financial Forecast, as well as ensuring ongoing monitoring of budget implementation and controlling;
- ensuring correct budgetary reporting;
- performance of the duties, entrusted by the Mayor of the City of Poznań, of a chief accountant for the budget of the City of Poznań;
- countersignature of legal actions that may give rise to pecuniary obligations, and authorising other persons to countersign.
She was born on 2 September 1956. She is a lawyer by profession. In 1985, she graduated from Adam Mickiewicz University in Poznań, Faculty of Law and Administration, and is also a statutory auditor. From the very beginning of her career, her professional experience has been related to finance. In 1975, she took up a job as an accountant at Poznańskie Przedsiębiorstwo Remontowo-Montażowe Taskomont, and in 1986 assumed the function of the head of the Costs Section - deputy Department head at Poznański Kombinat Budowlany. From 1988 onward, she acted as a chief accountant at the companies: until 1997 - Pekabud - Swarzędz Sp. o.o., 1997-1998 - Homag Bud Sp. o.o. in Poznań, from December 1998 to July 1999 - Polnordic Construction Sp. z o.o.
She has acted as the Treasurer of the City of Poznań since 1999. She oversees the financial and budgetary policy of the City of Poznań. The author and co-author of publications on both public-private partnerships (financing city investments) and budgetary accounting (stocktaking). In 2012, she defended her thesis with distinction at WSB University in Poznań as part of the Academy of Local Government Leaders. At present, her professional interests are focused on issues related to the centralisation of VAT settlements in public finance sector entities. She carries out training courses for municipal treasurers.
